COMMUNICATIVE DIALOGUE AS THE BASIS FOR FORMING A QUALITATIVE LEADERSHIP MODEL IN THE PUBLIC ADMINISTRATION SYSTEM

This article examines the role of communicative dialogue as a fundamental component in the development of a qualitative model of leadership within the public administration system amid contemporary social transformations and the revitalization of Ukraine. It is argued that in the context of postmodern changes, growing social instability, crisis challenges, and the need to ensure national resilience, rethinking the nature of managerial leadership in the public sphere becomes particularly relevant. It is demonstrated that the effectiveness of a public administration leader is increasingly determined not only by administrative competencies but also by the ability to establish high-quality communicative interaction with society, institutions, and professional communities. Emphasis is placed on the fact that communicative dialogue serves not only as a tool for conveying managerial decisions but also as a mechanism for building public trust, developing societal identity, and ensuring the legitimacy of managerial practices. It is determined that a qualitative model of leadership involves an orientation toward the value foundations of management, openness, adaptability, ethics, partnership-based interaction, and the ability to consolidate society in times of change. The conceptual foundations of the relationship between the leadership potential of a public administration manager and the quality of communication processes in public administration are explored. It is established that a modern leader must function as an agent of communicative leadership, capable of ensuring productive dialogue between the state and civil society, coordinating collective actions, and shaping shared values. The article emphasizes that it is communicative interaction that creates the foundation for the development of trust, social cohesion, and the effective implementation of public policy. Particular attention is paid to the characterization of a qualitative model of leadership as an integrative system of qualitative parameters of managerial activity, which combines professional competencies, emotional maturity, strategic thinking, social responsibility, and the capacity for personal transformation. It is argued that such a model is a necessary condition for the effective functioning of the public administration system during Ukraine’s revitalization and post-crisis societal recovery. It is concluded that the development of a qualitative model of leadership based on communicative dialogue will contribute to improving the effectiveness of public administration, strengthening the democratic foundations of state-building, fostering public trust, and ensuring the sustainability of administrative institutions in the face of contemporary challenges.
