DEVELOPMENT OF A SYSTEM FOR MANAGING THE INNOVATION POTENTIAL OF HIGH-TECH ENTERPRISES IN THE CONTEXT OF INTEGRATION AND COOPERATION INTERACTION

This article is devoted to developing the foundations for establishing a system and mechanism for managing the innovation potential (IP) of high-tech enterprises in the context of integration and cooperation interaction. The focus is on the issues of innovative development in the defense-industrial complex (DIC). First and foremost, the essence of an enterprise’s IP is clarified. It is noted that there is a natural intensification of cooperation among enterprises in the high-tech sector (HTS), particularly in the DIC, which takes various forms of cooperation and integration. The article examines integration and cooperation structures (ICS), which serve as the organizational foundation for cooperation and are established to develop innovations, which involves creating shared IP, as well as managing its use and development. The essence, purpose, and objectives of enterprises’ IP management within the framework of ICS are defined. The principles, approaches, and functions of such management, as well as its main directions, are formulated. The need to create a specialized IP management system within ICS is emphasized, which includes: the subject and object of management; a unified strategy for the use and development of the IP; an IP management mechanism; management methods and tools; informational and analytical, organizational and economic support; management resources; and management processes. The article clarifies the goals, foundations, purpose, and components of the strategic IP management mechanism at the ICS level. It explains the elements of a methodological approach to ensuring IP management for enterprises participating in ICS, namely: the concept of IP management; the IP management algorithm; and the strategic IP management matrix. The necessity of transitioning to a unified, systematic IP management policy for enterprises at the ICS level is substantiated. Recommendations are developed to enhance the effective use of enterprises’ IP within the ICS framework (concentrating resources on breakthrough technologies, comprehensive implementation of digital systems, creation of an innovation ecosystem, formation of competence networks, regular IP audits, enhancing the innovation culture, and so on). Special attention is given to recommendations regarding risk management.
