Abstract

The article examines the socio-economic factors determining the dynamics and structural development of housing construction in Ukraine amid the full-scale war and the post-war recovery process. The study conceptualizes socio-economic factors of housing construction as a combination of demographic, financial and investment, institutional, and infrastructural conditions that shape housing demand and supply and influence the capacity of the housing market to respond to changing social needs. Particular attention is paid to the transformation of the housing sector under the conditions of large-scale destruction, population displacement, demographic losses, financial constraints, and growing demand for affordable and secure housing. The scale of housing stock destruction and the dynamics of capital investment in construction are analyzed, alongside the development of mortgage lending, including the state-supported eOselia program. The study also highlights the role of public-private partnerships and impact investment as mechanisms for mobilizing financial resources for housing reconstruction and development.

The research systematizes the principal barriers to the recovery of housing construction, including insufficient financial resources, the high cost of borrowed capital, institutional constraints, regional disparities, demographic losses, and investment risks associated with the war. Based on the analysis, priority directions for stimulating housing construction are substantiated. These include expanding preferential mortgage lending, strengthening public-private partnership mechanisms, attracting international donor funding and impact investment, improving the institutional environment, and enhancing the regulatory and legal framework governing the construction sector. Particular emphasis is placed on the need to integrate financial, institutional, social, and infrastructural measures into a coherent housing policy framework. It is concluded that effective restoration and sustainable development of Ukraine’s housing stock require a comprehensive combination of market-based mechanisms and state support instruments aimed not only at compensating for war-related losses but also at creating an accessible, resilient, energy-efficient, and socially oriented housing system capable of supporting Ukraine’s long-term socio-economic recovery.
