Abstract

The article develops a comprehensive model of hybrid flexible management, which consists of the following stages. Stage 1 involves assessing the external environment. Stage 2 takes into account the definition of risks, since even in a relatively favorable external environment, risks may remain significant. The main groups of risks include: military; economic; financial; operational; market; social. In the model, risks are considered within the framework of scenarios, which allows avoiding excessive complexity of calculations and at the same time taking into account different degrees of uncertainty of the external environment. Stage 3 involves the formation of development scenarios. The following logic of scenario analysis is applied to the studied enterprises: scenario 1 (stabilization after a shock), scenario 2 (turbulence), scenario 3 (crisis state), scenario 4 (shock / threat of survival). Each risk scenario corresponds to a minimum level of flexibility that ensures the functioning of the enterprise at a certain level of development. Stage 4 involves determining the required level of flexibility of business structures. Stage 5 involves determining the actual flexibility of the enterprise. The actual level of flexibility of each enterprise is determined as an integral indicator taking into account quantitative and qualitative flexibility. Stage 6 allows to determine the management gap. A management gap is determined for each enterprise and each scenario. At stage 7, the type of flexible management is selected. Based on the magnitude of the management gap, the type of flexible management is determined: supportive, adaptive, anti-crisis, radical. Stage 8 involves the formation of management decisions. Each type of management corresponds to a set of management decisions. At stage 9, the level of development of the enterprise is interpreted according to spiral dynamics. This logic allows to compare all enterprises according to the level of actual flexibility, determine their evolutionary level of development according to spiral dynamics and form differentiated management decisions for each scenario individually for each enterprise. The practical implementation of the complex model is demonstrated for a food industry enterprise.
