FINANCIAL ENGINEERING IN DEVELOPING MECHANISMS FOR ECONOMIC RECONSTRUCTION OF RURAL TERRITORIES

The article examines the essence and applied aspects of the use of financial engineering in the formation of mechanisms for the recovery of the economy of rural areas in the post-crisis period. It is determined that modern challenges - military, energy, social and environmental - have significantly weakened the financial capacity of local communities, exacerbated the problem of investment deficit and reduced solvency of the agricultural sector. It is substantiated that financial engineering as a system of innovative methods, tools and technologies for managing financial flows is a key element of effective anti-crisis recovery. A structural and logical model of its use is proposed, which combines state, banking, corporate and international financial resources into a single recovery system. The study identifies the stages of building a financial engineering mechanism: diagnostics of the economic condition of rural areas, risk assessment, formation of a portfolio of financial instruments (credit, investment, insurance, grant), development of public-private partnership projects and implementation of digital fintech solutions. The role of agricultural receipts, green bonds, leasing programs and cooperative financing as effective instruments of capital mobilization for the reconstruction of agricultural infrastructure is shown. The emphasis is on the need to integrate financial engineering instruments with regional development programs, which allows ensuring the financial sustainability of communities, creating new jobs and increasing the investment attractiveness of rural areas. The authors propose directions for the restoration of the economy of rural areas, and also provide practical implementation of existing financial engineering mechanisms. The results of the study contribute to the development of practical recommendations for authorities, financial institutions and business on the formation of a flexible system of financing for reconstruction on the principles of partnership, innovation and sustainable development. In the context of strategic economic development, financial engineering can become one of the drivers of the reconstruction of the post-war period, especially if it is aimed at rural areas.
