PUBLIC ADMINISTRATION TOOLS FOR IMPLEMENTING THE POLICY OF SUSTAINABLE DEVELOPMENT OF THE CONSTRUCTION INDUSTRY OF UKRAINE

The construction sector in Ukraine is experiencing a systemic, structural crisis, exacerbated by macroeconomic instability, infrastructure destruction due to military actions, reduced investments, and a shortage of skilled labor. This situation has significantly decreased construction volumes and undermined the sector’s role as an economic growth driver. Traditional administrative approaches, focused on regulatory control and permitting procedures, have proven insufficient to ensure ecological balance and technological modernization. Ignoring sustainable development principles increases energy dependence, environmental risks, and financial inefficiency of construction projects. This study emphasizes the need to transform public administration from a regulatory instrument into a strategic development mechanism integrating economic, environmental, and social goals. The article identifies the lack of a comprehensive system of public administration tools capable of implementing sustainable development policies in the construction sector under conditions of elevated risks and uncertainty. Drawing on national and international literature, the study highlights the importance of “green” standards, digital technologies (BIM, ERP), and risk management practices. An original model of public administration instruments is proposed, comprising five interconnected groups: regulatory and legal tools, institutional mechanisms, digital platforms, financial instruments, and risk-oriented measures. The synergy of these components ensures effective coordination, transparency, investment attractiveness, and resilience of the sector. The model supports the development of strategic plans, integration of public and private projects, and implementation of sustainable and digital practices in daily governance. The study concludes that sustainable development of Ukraine’s construction sector is achievable only through strategic public administration that combines innovation, ecological security, risk management, and coordinated state policy capable of ensuring sectoral recovery and modernization under conditions of heightened uncertainty.
