In the current conditions of digital transformation of society, innovative governance acquires the status of one of the key factors in the modernization of the public administration system. The dynamic development of information and communication technologies, the spread of digital platforms, e-government tools, artificial intelligence, big data and other digital solutions significantly change the mechanisms of interaction between state authorities, local governments, business and civil society. Under these conditions, traditional models of public administration are gradually transforming into more open, adaptive, customer-oriented and innovative governance systems capable of ensuring high quality public services, effective management decision-making and sustainable socio-economic development. In addition, innovative governance is considered as a comprehensive concept that combines modern management approaches, digital technologies, institutional innovations, partnership between authorities, the public and business, as well as mechanisms for joint development and implementation of management decisions. Its implementation contributes to increasing the transparency of government activities, developing open data, ensuring accountability, strengthening citizens' trust in state institutions, and forming an effective public administration system. The paper substantiates that innovative governance is a qualitatively new stage in the development of public administration, characterized by the use of digital technologies to optimize administrative procedures, automate management processes, develop electronic services, ensure transparency and openness of government activities, and expand opportunities for public participation in the formation of public policy. Particular attention is paid to the development of digital platforms for interaction between the state and citizens, the use of open data technologies, e-democracy, digital identification, interagency electronic interaction, as well as the application of artificial intelligence, machine learning, and big data analytics technologies in the processes of making management decisions. It is established that the modernization of the public administration system in the context of digitalization involves not only the introduction of modern information technologies, but also a comprehensive reform of the institutional environment, updating regulatory and legal support, the development of digital competencies of civil servants, the formation of an innovative organizational culture, and increasing the level of cybersecurity. At the same time, digital transformation creates new challenges related to personal data protection, digital inequality, information security, the need to ensure the ethical use of artificial intelligence technologies, and guaranteeing the digital rights of citizens. It has been proven that the effective implementation of innovative governance ensures increased efficiency of public authorities, reduction of administrative costs, optimization of administrative service provision processes, increased efficiency of management decisions, expansion of opportunities for public participation and strengthening of democratic governance. Of particular importance is the integration of the principles of openness, transparency, accountability, partnership, innovation and people-centeredness into the functioning of the modern public administration system.
