Abstract

The article examines the structural transformation of revenues and expenditures of the State Budget of Ukraine caused by military and macroeconomic challenges. Based on the analysis of budget indicators for 2021–2025, the main trends in the mobilization and use of the state's financial resources have been determined. It was established that the growth of incomes was accompanied by a decrease in the specific weight of tax revenues, an increase in the fiscal value of non-tax sources and international financial support. The dominance of current expenditures over capital expenditures and the reorientation of budgetary resources to finance the defense and security functions of the state have been revealed. The need to strengthen the internal revenue base, increase the effectiveness of budget expenditures and gradually restore their investment orientation, taking into account the security priorities and tasks of the post-war reconstruction of Ukraine, is substantiated.
