Abstract

The article provides theoretical and methodological justification and develops scientific and practical recommendations for increasing the efficiency of the personnel management system of agricultural enterprises by digitalizing management processes under the conditions of dynamic transformation of the labor market, a shortage of qualified personnel, and the challenges of martial law. The specifics of the functioning of agricultural formations (seasonality of work, spatial dispersion of units, dependence on natural and climatic factors) are studied, and the need to transition from the fragmented use of digital technologies and paper-based document flow to an integrated model of digital HR management is demonstrated. A conceptual model of digital personnel management for an agricultural enterprise is proposed, integrating five interrelated functional blocks: personnel-analytical, organizational-communication, motivational-evaluation, training-development, and strategic-resultative. An author's mathematical model for calculating the integral efficiency indicator of a digitally oriented personnel management system has been developed based on a combination of 5 key criteria: the level of digitalization of HR processes, labor productivity, speed of personnel procedures, level of development of digital competencies of personnel, and quality of management decisions. Practical testing of the developed model was carried out at leading agricultural enterprises in the Kharkiv region: AF "Chuguivska" LLC, PrJSC "Chuguivsky Agrotechservice" and SFG "Oleksandrivske". It was established that the transition to a digitally oriented system increases the integral efficiency of HR management by 49.3–63.0% (the values of the integral index increased to 0.806, 0.822, and 0.880, respectively, with a base value of the traditional system of 0.540). It is proven that the most significant effect is achieved by accelerating personnel procedures (+60.0%), developing digital competencies of employees (+77.8%), and improving the quality and efficiency of substantiating management decisions (+40.0%). The proposed methodological approach is a universal tool for assessing the digital maturity of personnel processes and forming a human capital development strategy in agribusiness.
