INSTITUTIONAL SUPPORT FOR UKRAINE’S ADAPTIVE AGRARIAN POLICY IN THE CONDITIONS OF WAR AND POST-WAR CHANGES

Abstract

The article examines the theoretical and methodological foundations of institutional support for Ukraine’s adaptive agrarian policy in the conditions of war and post-war changes. It is substantiated that the full-scale war has radically transformed the functions of agrarian policy. It must ensure not only agricultural competitiveness, export capacity and producer support but also food security, territorial resilience, reconstruction of damaged infrastructure, demining of agricultural land, protection of local food systems, coordination of international assistance and integration into the European agrarian space. The institutional support of adaptive agrarian policy is interpreted as a set of formal rules, organisational structures, coordination procedures, digital registers, financial mechanisms, partnership platforms and accountability arrangements that enable the state and local communities to move from reactive management to anticipatory response. Particular attention is paid to the need to coordinate the actions of central executive authorities, local self-government bodies, military administrations, agribusiness, farmers’ associations, research institutions, the banking sector and international partners. The article proposes a structure of the institutional mechanism of adaptive agrarian policy, which includes strategic, legal and regulatory, coordination, financial, digital-analytical, territorial, infrastructural-recovery and European integration contours. It is proved that the integration of these contours creates prerequisites for effective governance of the agricultural sector during war and post-war recovery.
