STATE POLICY INSTRUMENTATION FOR ENTREPRENEURSHIP DEVELOPMENT AND CLOUD TECHNOLOGIES THROUGH THE DIGITALIZATION OF BUSINESS PROCESSES UNDER CONDITIONS OF FULL-SCALE WAR

The article examines the instruments of state policy aimed at fostering entrepreneurship development through the digitalization of business processes and cloud technologies under conditions of full-scale war and substantiates their role in ensuring Ukraine’s economic resilience. It is determined that the digital transformation of the entrepreneurial sector and the implementation of cloud services serve as strategic mechanisms for business adaptation to wartime instability, relocation of production facilities, destruction of infrastructure, and growing security risks. The study analyzes the key directions of state influence, including the development of digital public services based on the Diia platform, financial support for the digital modernization of enterprises, the development of digital and cloud infrastructure, the use of Starlink satellite technologies, the strengthening of cybersecurity, support for digital exports and e-commerce, as well as the implementation of educational and retraining programs. Particular attention is paid to the importance of cloud technologies in ensuring business continuity, remote access to corporate resources, data protection and backup storage, scalability of digital services, and increased flexibility of managerial decision-making. It is substantiated that the integrated application of digital and cloud solutions makes it possible to minimize transaction costs, enhance the competitiveness of small and medium-sized enterprises, ensure the sustainability of business operations, and integrate Ukrainian enterprises into the global digital space. The article concludes that the systematic and interconnected implementation of state policy measures in the fields of digitalization and cloud infrastructure development is a key factor in economic recovery and in shaping a sustainable model of entrepreneurship development under conditions of full-scale war.
