Abstract

The In the current conditions of wartime transformations of Ukraine’s economy, the issue of ensuring food security acquires strategic importance and extends beyond the limits of purely agricultural problems, becoming integrated into the system of national economic security of the state. Martial law has caused large-scale structural changes in the agro-industrial complex, manifested in disruptions of production and logistics chains, reduction of resource potential, growth of economic instability, and increasing risks to the functioning of food systems. Under such conditions, the need to develop adaptive management mechanisms capable of ensuring the resilience of the agri-food sector to crisis impacts and maintaining the stability of food supply for the population becomes particularly relevant.

The purpose of the article is to study the mechanisms of adaptive management of Ukraine’s food security under the conditions of wartime economic transformations, as well as to substantiate directions for improving the effectiveness of managerial decision-making in a crisis environment. To achieve the stated objective, a set of general scientific and special research methods was employed, including methods of system analysis, structural-functional generalization, comparative analysis, and logical modeling. The application of a systems approach made it possible to consider food security as a multi-level dynamic system whose functioning depends on the interaction of economic, institutional, logistical, and managerial components.

The study found that wartime economic transformations exert a complex destabilizing impact on Ukraine’s agro-industrial complex, affecting its production, logistics, investment, personnel, and institutional components. It was determined that traditional mechanisms of state regulation lose sufficient effectiveness under conditions of high uncertainty, which necessitates the transition to an adaptive model of food security management. The key instruments of adaptive management were systematized, among which particular importance is attached to mechanisms of state support for the agro-industrial complex, digital monitoring of the agricultural market, diversification of logistics channels, agricultural risk insurance, regional food resilience programs, and analytical forecasting of crisis scenarios. The expediency of applying a conceptual mechanism of adaptive food security management was substantiated, which is based on a continuous cycle of threat monitoring, risk assessment, forecasting of crisis processes, and оперативе adjustment of management strategies.

The conclusions prove that the effectiveness of ensuring Ukraine’s food security under the conditions of wartime economic transformations is determined by the state’s ability to form a flexible multi-level system of adaptive management aimed at ensuring the resilience of the agri-food sector to external and internal threats. It was established that a promising direction for further research is the development of digital mechanisms for risk forecasting, improvement of interinstitutional coordination, and formation of integrated models of strategic food security management under the conditions of Ukraine’s post-war economic recovery.
