Abstract

The article substantiates the directions for improving the intellectual and innovative activity of enterprise personnel in the conditions of digitalization and proposes simple economic and mathematical models for its assessment and planning that can be implemented in spreadsheets. The intellectual and innovative activity of personnel is defined as a set of employees’ actions to generate, exchange, promote and implement new ideas, knowledge and solutions, enhanced by the capabilities of the digital environment; its four stages and the digital tools that enhance each of them are distinguished. An integral index of intellectual and innovative activity is proposed as a weighted sum of six normalized indicators: the share of authors of proposals, the number of implemented proposals, the volume of digital training, the level of digital competencies, the share of new products and the prevalence of digital collaboration tools, as well as a priority coefficient of indicators that determines the primary measures. To differentiate measures, a “motivation – digital competencies” matrix is developed, which divides personnel into four groups: innovators, potential, experienced passive and passive employees. The speed of diffusion of digital practices among personnel is described by a step-by-step model of innovation diffusion. A conditional example shows that the activity index can increase from 0.45 to 0.71, the movement of part of the employees between the groups of the matrix increases the number of innovative proposals by 26%, and the combination of training with mentoring reduces the time to cover 80% of employees with a new digital practice from 27 to 12 months. Six directions for improving the intellectual and innovative activity of personnel and a roadmap for their implementation are formed.
