SECURITY RESILIENCE AND SECURITY CAPACITY OF HEALTH CARE INSTITUTIONS AS THE MAIN ELEMENTS OF THE CONCEPT OF SAFETY-ORIENTED MANAGEMENT

The introduction of new approaches to the functioning of health care institutions in Ukraine necessitates the transformation of the economic tools for managing their economic systems. In particular, in accordance with the adopted legislative changes regarding the reform of the health care system during 2020-2023, the development of a capable network of medical institutions in Ukraine is envisaged. Despite the significant number of publications by scientists on the introduction of new approaches to the management of domestic health care facilities and ensuring their economic stability in the face of modern challenges and threats, a complex of issues remains unresolved regarding the development of the methodological foundations of the concept of safety-oriented management of health care facilities, which involves clarification of the category apparatus, objectification of goals and tasks, development of the appropriate mechanism, target indicators and tools. The presence of these aspects determines the relevance of this study.
The purpose of the study is to objectify the components of the concept of safety-oriented management of healthcare facilities. The introduction of market-based management tools for health care facilities actualizes the issue of the need to use security-oriented approaches to their management, because under the new economic and organizational model, their economic security system may become vulnerable to various threats of an external and internal nature. In this context, the issue of developing the methodological foundations of the concept of safety-oriented management of health care facilities as a systematic and comprehensive understanding, vision and formation of tools for eliminating challenges and threats that carry danger or may threaten both from the inside and from the outside, as well as ways to neutralize possible harmful consequences
The formation of an appropriate level of security resistance and security capacity of health care institutions is aimed at ensuring its resistance to economic crises, natural disasters, deliberate threats from the outside (cyber attacks, raids, non-competitive methods of struggle, etc.), as well as the possibility of restoring the basic parameters of the economic system that allow it quickly resume their activities after problems arise. A decisive aspect in this context is ensuring the balance of the economic system under the corresponding landscape of danger. In the following scientific studies, it is planned to investigate in more detail the types, classifications and impact of risk landscapes on the level of security resilience and security capacity of health care facilities.
