The article substantiates the relevance of forming innovative mechanisms for managing the organizational development of critical infrastructure enterprises in the context of digital transformation, increasing global instability, and growing security challenges. It is emphasized that for Ukraine this issue is of particular importance due to military risks, damage to infrastructure facilities, energy challenges, and the need for their recovery and modernization. The stability of energy systems, transport, telecommunications, and the financial sector directly affects national security, economic resilience, and the quality of life of the population.
It is determined that the current functioning of critical infrastructure enterprises is characterized by a high level of uncertainty, the need to ensure the continuity of essential services, and the increasing role of digital technologies. The insufficiency of traditional management approaches formed under relatively stable conditions is substantiated, as well as the limitations in the application of comprehensive organizational development mechanisms, integration of innovative solutions, and development of risk management systems.
Based on the analysis of modern scientific approaches to organizational development and innovation management, it is established that existing studies are mainly focused on universal models, while the specifics of critical infrastructure enterprises remain insufficiently explored. This necessitates further research aimed at developing integrated management mechanisms.
The purpose of the study is to substantiate the theoretical and methodological foundations for forming an innovative mechanism for managing the organizational development of critical infrastructure enterprises. The results prove that such a mechanism should be comprehensive and integrate strategic, organizational, technological, social, and institutional components. The key role of digital technologies and antifragile approaches in enhancing adaptability, resilience, transparency, and resource optimization is identified.
It is concluded that the implementation of an innovative mechanism for managing organizational development will increase the efficiency of critical infrastructure enterprises, strengthen their ability to adapt to transformational changes, and ensure a transition from a reactive to a proactive development model. This will enhance their role in ensuring the socio-economic stability of the state.
