IMPROVING HUMAN RESOURCE MANAGEMENT IN HEALTHCARE INSTITUTIONS

The article is devoted to the theoretical substantiation and development of practical recommendations for the improvement of the system of personnel management (CP) of health care institutions (HOPs) of Ukraine in the conditions of systemic reform (autonomization, hospital districts) and the challenges of wartime. Personnel potential is a critically important resource that directly determines the quality, availability and sustainability of medical services. The urgency of the work is enhanced by the need for competent and motivated personnel capable of working effectively under the new financial mechanisms.
The purpose of the article is to systematize the theoretical foundations and form a set of practical tools for optimizing the management of human resources in medical institutions, which is critically important in the conditions of long-term reforms and military challenges.
The scientific works of domestic scientists, which consider the aspects of professional training, retraining and advanced training of managerial and medical specialists, were analyzed. Based on the analysis, three main guidelines for improving personnel management are summarized, including the development of personnel requirements, the implementation of motivational programs, the active use of internal and external innovations, as well as the improvement of the intellectualization of medical institutions. An algorithm for the objective evaluation of KP is defined, which consists of six consecutive stages: from the analysis of reporting and justification of criteria to the development of measures to increase potential. The key shortcomings of human resources were identified, including the inconsistency of the quality of personnel training with modern requirements, the lack of strategic planning, a significant gap in wages, and a lack of professional managers.
The priorities of the HR policy are substantiated, focused on the provision of personnel in accordance with the needs and the appropriate level of remuneration, which contributes to the strengthening of the image and competitiveness of the ZOH. The use of modern tools for improving personnel management is proposed. The implementation of these measures will minimize the risks associated with the threat of failure of the medical reform and deterioration of the medical and demographic situation in the country.
