Abstract

The article analyzes hybrid threats to Ukraine's economic security, particularly in the context of Russia's large-scale aggression. The adaptation of the national economy to the challenges of wartime follows a scenario that is more decentralized than centralized. Certain signs of protectionism, or rather, a concept that some researchers refer to as “economic nationalism,” are observed to a limited extent, but do not have a significant impact on the situation. On the other hand, higher fees and tax payments, worse conditions for doing business, war risks, and the lack of a transparent tax system and support for small and medium-sized businesses are hurting their potential to support the national economy.

The adaptation of Ukraine's public administration system to functioning in conditions of adverse military factors, particularly in the economic sphere and in matters of protecting the country's economic security, cannot be called a complete failure, as evidenced by the very fact of the economy's existence and the absence of a complete default of the national currency. At the same time, the adaptation process is taking place not only in the context of external threats, including economic aggression by the enemy, military strikes on civilian infrastructure, economic and production facilities that are not military targets, but also in the context of unfavorable internal conditions: slow adaptation of the necessary regulatory framework, lack of political will to take responsibility, and often lack of competence of those in power, systematic corruption, and abuse of office or position on an unprecedented scale. Digital transformation processes are emerging as a factor in the asymmetric response to contemporary challenges to Ukraine's economic security, which, however, can only be effective if a number of necessary conditions are met.
