Abstract

The article is devoted to a comprehensive conceptualization of the transformation processes within the industrial personnel-production system to achieve long-term resilience and build a foundation for post-war innovative and technological recovery. The relevance of the study is driven by the need to overcome deep structural deformations in the industrial sector of Ukraine’s economy, the challenges to which threaten systemic macroeconomic stability. Under conditions of large-scale disruption of traditional cooperative ties, the preservation and qualitative reproduction of the professional core are identified as decisive factors in maintaining the continuity of production processes. The role of human potential as the primary resource element of the labor market is substantiated. The fundamental role of industrial output in generating value added and supporting the inter-industry multiplier effect is revealed. The destructive impact of a critical reduction in the number of employed specialists on the industrial sector's ability to execute high-tech tasks is highlighted. It is proved that traditional approaches to personnel management, oriented exclusively toward current operational needs and quantitative control, are ineffective under conditions of increased environmental turbulence. Based on a conceptual differentiation of labor category essences, it is determined that personnel potential holds decisive importance, ensuring the transformation of scientific and technical knowledge into specific technological solutions. A holistic personnel-production architecture is proposed, combining competency, organizational, technological, and safety parameters into a single management contour. Approaches to implementing a proactive personnel policy are formed, where adaptive strategic management serves as a tool for preemptive risk response, and the effective use of integral assessment methods allows for accurate determination of personnel development priorities. The expediency of making systemic personnel investments aimed at developing workers' digital, resource-efficient, and engineering skills is substantiated. It is proved that the transition to Industry 5.0 principles requires a shift in orientation from automation as a means of replacing humans toward a human-centric model, where cutting-edge digital technologies expand the creative and analytical capabilities of specialists. The practical implementation of the proposed approaches creates conditions for preserving a unique professional core, minimizing the consequences of personnel shortages, and strengthening the technological autonomy of the state's economic system.
