MANAGING THE TERRITORIES’ INNOVATIVE DEVELOPMENT IN THE SMART-CITY CONCEPT IMPLEMENTATION

Abstract

The article considers issues related to managing the innovative development of territories. It is established that one of the modern trends in the development of society is the widespread use of digital technologies, which have become a necessary means of livelihood and improvement of services and business processes in all spheres of public life. The effectiveness of digitalization and effective change management leads to the need to apply innovative development strategies and contributes to obtaining competitive advantages and stable market positions. Creating an innovative high-tech environment with a developed information and communication infrastructure is a characteristic feature of the smart city concept, which determines the growth of investment in innovation. It is stated that the search for effective mechanisms for managing the innovative development of territories is a relevant task. The purpose of the article is to develop recommendations for the formation of an innovative strategy for the development of territories in the context of taking into account the trend of the smart city concept. Digitalization leads to the widespread use of various technical devices for data collection, and their subsequent processing is done using modern methods. This necessitates the development of appropriate strategies for innovative development of territories. For their effective implementation, it is recommended to use the scenario forecasting toolkit, which, based on retrospective analysis, allows an increase in the ability of the regional innovation system to respond to challenges and disturbances on time. To fully and comprehensively realize the potential of territories, it is proposed that smart specialization be widely used as an effective tool for regional development. The smart specialization strategy is a powerful tool for implementing innovations, especially for "depressed" regions, which will contribute to their reaching a new level of development.
