ЗАСТОСУВАННЯ ШТУЧНОГО ІНТЕЛЕКТУ В КОНТЕКСТІ СТАЛОГО РОЗВИТКУ ГРОМАД

Анотація

У статті представлено обґрунтування можливостей використання штучного інтелекту для забезпечення сталого розвитку громад. Проведено аналіз інноваційних шляхів і варіантів використання штучного інтелекту в контексті реалізації інформаційної парадигми у сфері управління сталим розвитком громад.

Надано визначення термінів основної тематики статті: «територіальна об'єднана громада», «сталий розвиток», «штучний інтелект». Проаналізовано представлені в джерельній базі складові сталого розвитку громади: економічну, екологічну та соціальну. Представлено низку індикаторів, які дозволяють здійснювати моніторинг стану кожної складової сталого розвитку. Акцентовано увагу на тому, що гармонійне поєднання заходів стратегічного планування з контролем за ефективністю досягнення запланованих показників з подальшим аналізом реалізованих заходів є важливими умовами результативності процесу управління та розвитку територіальної громади.

Визначено, що основними характеристиками застосування штучного інтелекту у сфері зв'язків з громадськістю є масовість, дискретність і детермінованість. Доведено, що забезпечення сталого розвитку громад є нетривіальним, складним і комплексним завданням, у процесі вирішення якого необхідно враховувати ієрархічну та розгалужену систему функцій, які виконує громада. З огляду на це, пропонується залучити до її вирішення штучний інтелект. Виокремлено стратегічні та тактико-прикладні аспекти сталого розвитку громад, функціональність яких може бути автоматизована за допомогою штучного інтелекту. Обгрунтовано один із тактичних напрямів використання штучного інтелекту для покращення функціонування логістики громади. Доведено, що інноваційне використання штучного інтелекту значно підвищує ймовірність успіху у вирішенні стратегічних і тактичних завдань сталого розвитку громади.

The article presents a substantiation of the possibilities of using artificial intelligence to ensure sustainable development of communities. An analysis of innovative ways and options for the use of artificial intelligence in the context of the implementation of the information paradigm in the field of management of sustainable development of communities is carried out.

The definitions of the terms of the basic subject of the article are provided: «territorial amalgamated community», «sustainable development», «artificial intelligence». The components of sustainable development of the community presented in the source base are analyzed: economic, environmental and social. A number of indicators are presented, which allow monitoring the status of each component of sustainable development. Attention is focused on the fact that a harmonious combination of strategic planning measures with control over the effectiveness of achieving the planned indicators with further analysis of the implemented measures are important conditions for the effectiveness of the process of management and development of the territorial community.

It is determined that the main characteristics of the use of artificial intelligence in the sphere of public relations are mass, discreteness and determinism. It is proved that ensuring sustainable development of communities is a non-trivial, complex and complex task, in the process of solving which it is necessary to take into account the hierarchical and branched system of functions performed by the community. In view of this, it is suggested that it is advisable to involve artificial intelligence to solve it. The strategic and tactical-applied aspects of sustainable development of communities, the functionality of which can be automated with the help of artificial intelligence, are allocated. One of the tactical directions of using artificial intelligence to improve the functioning of community logistics is illustrated. It is proved that the innovative use of artificial intelligence significantly increases the probability of success in solving strategic and tactical tasks of sustainable community development.
