Abstract

Ukraine is carrying out a large-scale decentralization reform, which is designed to transfer a significant part of powers and responsibilities from the central government to local self-government bodies. This process aims to increase the efficiency of management, improve the quality of services to the population and strengthen local democracy. However, one of the key conditions for the success of this reform is the provision of adequate financial resources of local authorities. The problem of financial support of local self-government in Ukraine is extremely urgent, since the effectiveness of the functioning of local authorities depends on the sufficiency and stability of their financial resources. Insufficient funding can lead to poor quality of service delivery, delays in the implementation of local projects and increased social tension.

To conduct an analysis of the current state of financial support of local authorities in Ukraine. Identify the main problems and challenges facing local budgets in conditions of decentralization. To study the foreign experience of financial support of local self-government and the possibility of its adaptation in Ukraine. Develop practical recommendations for improving the financial support of local authorities in Ukraine.

This study will allow to outline directions for the further development of the financial system of local self-government in Ukraine and will contribute to the successful implementation of decentralization reforms.

To develop scientifically based recommendations on improving the financial support of local self-government bodies in the conditions of decentralization in Ukraine, which will contribute to increasing the efficiency of their activities and the development of local communities. This article examines the primary challenges in the financial provision for local authorities in Ukraine, including resource insufficiency, uneven fund distribution, dependency on state subsidies, inefficient budget management, and corruption risks. The author offers recommendations to improve the situation, such as enhancing mechanisms for tax revenue distribution, strengthening control over fund usage, and studying international best practices. These measures aim to ensure better financial stability and effective governance at the local level.
