Abstract

 

The article is devoted to the study of theoretical and methodological foundations and practical aspects of improving human resource management in healthcare institutions under conditions of systemic transformations and increasing requirements for the quality and accessibility of medical services. It is substantiated that human resources are a key component of the healthcare system and a determining factor in its efficiency, resilience, and capacity for sustainable development. The purpose of the study is to identify current problems in human resource management in healthcare institutions and to develop directions for its improvement based on modern management approaches.

The research is based on the use of general scientific and special methods, including analysis and synthesis, systematization, comparison, and logical generalization. Particular attention is paid to the analysis of staffing imbalances, professional burnout of medical personnel, uneven distribution of human resources between urban and rural areas, insufficient motivation mechanisms, and limited opportunities for continuous professional development.

It is determined that effective human resource management in healthcare institutions should be based on strategic workforce planning, competency-based approaches, digitalization of HR processes, development of leadership potential, and implementation of modern motivation systems. The importance of integrating HR management into the overall management system of healthcare institutions and aligning it with institutional development strategies is emphasized. The need to strengthen institutional capacity, improve regulatory support, and introduce modern HR analytics tools is substantiated.

The practical significance of the study lies in the development of recommendations for improving recruitment, retention, evaluation, and professional development of medical staff, as well as for enhancing organizational culture and internal communication. The implementation of the proposed measures will contribute to increasing the efficiency of healthcare institutions, improving the quality of medical services, and strengthening the human capital of the healthcare sector.
