The article examines the theoretical foundations and practical aspects of improving human resource management in healthcare institutions in the context of modern transformations of the healthcare system and increasing requirements for the quality and accessibility of medical services. It is substantiated that human resources constitute the core element of the healthcare system and determine its efficiency, sustainability, and capacity for development. The purpose of the study is to identify key problems in the formation and use of human resource potential in healthcare institutions and to develop scientifically grounded directions for improving HR management.
The study is based on the application of general scientific and special research methods, including analysis, synthesis, comparison, systematization, and logical generalization. Particular attention is paid to current challenges, such as staff shortages, professional burnout of medical personnel, uneven territorial distribution of healthcare workers, insufficient motivation, and limited opportunities for continuous professional development.
It is determined that effective human resource management in healthcare institutions should rely on strategic workforce planning, competency-based approaches, digitalization of HR processes, implementation of modern motivation mechanisms, and development of leadership and organizational culture. The importance of integrating HR policy into the overall management system of healthcare institutions and aligning it with institutional development strategies is emphasized. The role of HR analytics, continuous education, and performance evaluation systems in strengthening human capital is highlighted.
The practical significance of the research lies in the development of recommendations for improving recruitment, retention, training, and professional growth of medical staff, as well as enhancing internal communication and motivation systems. The implementation of the proposed approaches will contribute to increasing the efficiency of healthcare institutions, improving the quality of medical services, and strengthening the human resource potential of the healthcare sector.
