Abstract

Organizational and legal measures to maintain Ukraine's energy security should include the development and improvement of legislation, the creation and functioning of state bodies, the development of alternative energy sources, and international cooperation. A comprehensive approach to solving these problems will contribute to reducing dependence on the import of energy resources, increasing the efficiency of the use of energy resources, and ensuring the stable development of the country. Today, globalization partly contributes to the spread of transnational threats such as terrorism, organized crime and cybercrime. This requires states to strengthen control and security measures, which can be an expensive and difficult task. In this work, the world index of globalization of the economy from the point of view of economic security was analyzed, which proved the fact that Ukraine has an average value of this indicator – 62.38 in 2023. Singapore was the leading country according to the Globalization Index in 2023 in the sphere of economic globalization. The second and third positions are occupied by Belgium and the Netherlands, respectively. The authors proposed a comprehensive approach to ensuring stable energy supply and energy independence of the country. The key measures are the creation of strategic reserves of energy carriers, the diversification of energy supply sources, the modernization of energy infrastructure and the introduction of energy-efficient technologies.

The purpose of this article is to develop a set of organizational and legal measures to maintain energy security in Ukraine under martial law. Special attention is paid to the study of the dynamics of the global development index and its impact on the national security system.

The research is based on systematic and statistical methods. The system method involves a comprehensive approach to analysis, where the components of the energy system are considered as interconnected and interdependent elements. The statistical method provides real-time data and allows you to make the right decisions based on adequate statistics. The combination of systematic and statistical methods makes it possible to achieve a more balanced and effective assessment of the state of the energy system of Ukraine. This approach takes into account all aspects and factors affecting the development of the energy system and energy saving, and allows finding optimal solutions in conditions of uncertainty.

Data on the actual state of energy conservation in Ukraine are summarized, a complex of organizational and legal measures for maintaining energy security in Ukraine under martial law conditions is developed, the impact of the global development index on the national security system is investigated.

In the future, a coordinated system of actions regarding the implementation of the strategy of energy saving and energy development in Ukraine is necessary. Such a strategy can be implemented only under the condition of energy independence of Ukraine. In the conditions of martial law, this issue becomes even more urgent.
