PERSONNEL SECURITY: THE EVOLUTION OF VIEWS WITHIN THE LIMITS OF MODERN SECURITY

Abstract

Personnel security is a key element of economic security of the enterprise, which includes measures to protect against potential threats related to the human factor. In the conditions of the modern market economy, the dynamic development of technologies, and especially the military situation in Ukraine, personnel security becomes especially relevant. Scientific views on personnel security emphasize its multifaceted and complex nature and cover various aspects, including systemic, economic, legal, socio-psychological and risk-oriented approaches. Scientific views on the essence of the concept of "personnel security" are considered in the context of ensuring the stable functioning of the enterprise due to the minimization of risks associated with the activity or inactivity of personnel. In our opinion, personnel security should be understood as a component of economic security, which is aimed at the protection and stability of the company's personnel potential, which allows for quick and effective adaptation to changes in the internal and external environments. And it should be emphasized that the author's definition belongs to a flexible approach. Characteristic features of personnel security are: protection of the enterprise from risks and threats, effective personnel management, legal support, socio-psychological aspect, economic aspect. The article examines the evolution of views on personnel security, in particular, at the 1st stage of the development of personnel security, the emphasis was on the administrative management of personnel; at the II stage, the main attention was paid to the psychological aspects of personnel management; in the III stage, which coincided with the post-war period, and required the reconstruction of the economy and social institutions and the integration of the military into civilian life; at the IV stage, personnel security is transformed under the influence of information technologies; at the V stage, the main attention was paid to a comprehensive approach to its provision. Implementation of effective personnel security measures allows enterprises to minimize risks related to the human factor and create a reliable working environment that contributes to successful development and competitiveness in the market.
